Cover Letter The Koochiching Technology Initiative (KTI) coalesced in 2018 out of a longstanding and growing recognition of the importance of internet access, integration and skills throughout our community. Our community includes not just Koochiching County and the neighboring Kabetogama region of St. Louis County, but our diaspora as well.
